Legal residence of EEU citizens in Kazakhstan: all the intricacies of migration requirements and taxation of individuals

Over the last year, several million foreign nationals visited Kazakhstan, most of whom are nationals of EEU member states (Armenia, Belarus, Kyrgyzstan, Russia). Some of them earned income while in Kazakhstan and all of them faced the need to comply with the sometimes-complex requirements of migration legislation, even while in Kazakhstan for only a few days.
However, not everyone managed to stay within the legal framework and a large number of legal entities and individuals received and continue to receive relevant notifications, the consequences of which can be far-reaching.
Furthermore, by 31 March 2023, many foreigners residing in Kazakhstan are required to file personal declarations and pay taxes for income earned in 2022. In case of non-compliance with this requirement, tax offences may be added to violations of migration law.
It is important to understand that sanctions for violations of migration and tax legislation may be applicable both to foreign individuals and to Kazakhstani companies that invite specialists.
